Seon’s efforts to increase the number of men and women who are eligible to apply for the program are coming to an end after a decade.
The new rules, which came into effect on January 1, require applicants to have two years of experience in the field of social work, in addition to the two years required for the general population.
Currently, about 3,500 men and 3,000 women are eligible.
“We will take the first steps to ensure that these two years will not take too long to complete,” said Aharon Dror, Seon director of the national office.
“If the program is successful, we will take more steps to improve the quality of the men and the women.”
The changes come as part of the government’s plan to overhaul Israel’s system of job placement, and the change could boost the economy in the long term.
Currently, about 7,000 Israelis work in a job market where they are given two months notice and the chance to apply.
This means that even a small number of applicants are rejected and the number who are able to apply is small.
The program was originally launched by Labor Minister Uri Ariel, who in 2014 made an unprecedented plea to the nation’s youth to join the ranks of the general public.
He had hoped that the new rules would help the program recruit more people to the system.
The change is expected to have a positive effect on the overall economy.
The government is expected spend an estimated 5 billion shekels ($1.5 billion) on job placement programs during the next three years, and its efforts have also attracted international attention.
According to the government, Seons population grew by about 50% from 2005 to 2016, but only about 7% of the workforce has been placed in the program.
In contrast, the number in the general workforce grew by more than 50% between 2000 and 2016, and in the last decade it has grown by about 200%.
The change comes at a time when the unemployment rate among the country’s under 25s has been creeping up.
According to the Israel Employment Service, the unemployment ratio among the under 25 population reached 20.1% in 2017.
In addition, the youth unemployment rate has increased by nearly 20% from 2015 to 2017.
Seon’s current program is being phased out in 2019.
The ministry said it will continue to improve Seon and hopes to bring more new applicants in the future.
“We will be working hard to get the job placement program going in Israel,” Dror said.
“It is our goal to get a million people into the system in 2019,” he said.
